For the purposes of eFiling, the importer is considered the Importer of Record (IOR) eligible to make entry for imported finished products under the Tariff Act of 1930. This may be an owner, purchaser, or authorized customs broker. However, if an IOR authorized to make entry for a shipment, such as a broker, does not have sufficient knowledge of the consumer products to be held responsible for testing and certification, an authorized broker may identify the owner, purchaser, or consignee of the finished products who authorized the customs broker to make entry as the party responsible for compliance with CPSC certificate requirements.
Typically, the importer is the entity responsible for creating business accounts in the CPSC Product Registry. If this is an IOR they should provide their IOR number, a unique ID assigned by U.S. Customs and Border Protection, when creating an account. If, however, the non-IOR owner, purchaser, or consignee is certifying the products, the entity does not need to provide an IOR number when creating business accounts.
