WASHINGTON, D.C. — The U.S. Consumer Product Safety Commission today announced that Colette Devine will serve as the agency's Chief Enforcement Officer. Devine will be the first to hold this title, which replaces Director of Compliance and reflects CPSC's increased emphasis on enforcement.
“CPSC has dramatically stepped up its enforcement efforts, and Colette is the right person to help us build on that progress,” said Acting Chairman Peter A. Feldman. “American consumers are increasingly confronted with dangerous and non-compliant products from overseas, particularly through online marketplaces. This new title reflects the stronger role we expect this office to play in meeting that challenge. Colette’s experience in compliance, investigations, and risk management will strengthen our ability to identify dangerous products, hold violators accountable, and keep Americans safe.”
Devine joins CPSC following a period of historic enforcement activity. In 2025, CPSC announced 542 recalls and product safety warnings, the highest annual total in the agency's history, and significantly increased enforcement against dangerous products sold through online marketplaces.
CPSC has also strengthened its partnerships with the Department of Justice and other federal law enforcement agencies, helping the agency bring significant civil and criminal enforcement actions against companies and individuals that violate federal laws. Those partnerships have contributed to major civil penalty resolutions, the first criminal sentences arising from a CPSC prosecution, and the agency's first lawsuit in nearly four decades seeking relief under Section 12 of the Consumer Product Safety Act.
Devine brings more than 20 years of experience in compliance, investigations, risk management, and regulatory governance across multinational operations spanning 28 countries. Most recently, she served as Assistant General Counsel and Deputy Chief Ethics and Compliance Officer at AES Corporation, where she advised executive leadership on regulatory and compliance risk and led an international team responsible for third-party risk, investigations, and compliance program implementation.
As Chief Enforcement Officer, Devine will lead CPSC's Office of Compliance and Field Operations and oversee the agency's continued efforts to enforce federal product safety laws and protect American consumers.
About the U.S. CPSC
The U.S. Consumer Product Safety Commission (CPSC) is charged with protecting the public from unreasonable risk of injury associated with the use of thousands of types of consumer products. Deaths, injuries, and property damage from consumer product-related incidents cost the nation more than $1 trillion annually. Since the CPSC was established more than 50 years ago, it has worked to ensure the safety of consumer products, which has contributed to a decline in injuries associated with these products.
Federal law prohibits any person from selling products subject to a Commission ordered recall or a voluntary recall undertaken in consultation with the CPSC.
