Update: Certificates of Compliance and eFiling

The Commission voted to approve an update to 16 CFR part 1110 (90 FR 1800) that revises the certificate requirements for both products that are domestically manufactured and products that are imported:

ScenarioEffective Date
Domestically manufacturedJuly 8, 2026
Imported, generalJuly 8, 2026
Entered from Foreign Trade ZoneJanuary 8, 2027

Details on the updates to the certificate content requirements can be found in the Federal Register notice linked above. The current requirements for certificates can be found on our CPC business guidance page and GCC business guidance page.

In addition to the updates to certificate content, all importers of a consumer product subject to CPSC’s certification requirement must electronically file (eFile) the certificate data as of the effective dates noted above. The eFiling requirement for imported shipments does NOT apply to products that are domestically manufactured; however, manufacturers of such products must comply with the certificate content updates.
