Today, the U.S. Consumer Product Safety Commission and Polaris Industries Inc. announced a Corrective Action Plan (CAP) to recall two models of off-road vehicles with defective clutches. I voted to adopt this CAP, but I wish we had done so sooner. 

The Commission could have agreed to this CAP months ago. Commission-approved CAPs include legal protections for consumers such as making it illegal to sell subject products without repairs, including sales by third parties and non-authorized dealers. Approved CAPs also receive additional publicity when they are announced through official channels. The Commission placed consumers at risk by delaying official notice and allowing sales of known hazardous products to continue for months.
