Decision
The Commission voted unanimously (4-0) to approve publication of the final rule in the Federal Register, as drafted, that would revoke certain requirements under 16 C.F.R. part 1500 pertaining to caps intended for use with toy guns. These requirements are obsolete or have been superseded by requirements for toys caps specified in ASTM F 963-11, “Standard Consumer Safety Specifications for Toy Safety.”
