Frederick deGrano, Directorate for Engineering Sciences, and other staff, will be participating in-person in a hybrid meeting with OPEI’s B71.1 Consumer Lawn Mowers Committee on December 6, 2023 from 1:00 PM to 5:00 PM (ET) in the Embassy Suites Hotel (Columbus Ohio) and via Zoom. This is a meeting to discuss riding lawn mower voluntary standards and CPSC’s riding mower incident data. This meeting was requested by OPEI. Daniel Taxier, Directorate of Engineering Sciences, and other CPSC staff will be participating in a teleconference meeting with the ASTM F15.19 Methods for Measuring Re-Breathing Task Group on December 5, 2023 from 3:00 PM to 4:00 PM ET to discuss a proposal from an ASTM member to develop standard test methods for measuring firmness, airflow, and CO2 re-breathing in infant bedding materials. Sharon White, Division of Human Factors, and other CPSC staff will participate in a virtual meeting of the ASTM F15.72 task group on the use and design of devices for torch and lamp fuel on December 5, 2023, from 2:00pm to 3:00pm EST. The task group will discuss performance requirements and test methods to address the hazards associated with the use and design of these devices. The meeting was requested by ASTM. Joanna Matheson, Directorate for Health Sciences, and other staff will participate in the ASTM E56 Task Group on Nanoplastics meeting via teleconference. This new task group will continue discussions on December 5th regarding the task group’s scope. The primary goal of this task group is to assess and document the standards readiness for nanoplastic characterization. Closed Commission Meeting: Briefing Matter, December 5, 2023; 10:00 a.m. On November 22, 2023, the Commission voted unanimously (4-0) to close the meeting. This meeting may be properly closed under Exemptions 3, 4, 7 and 9; 16 CFR § 1013.4(b)(3), (4), (7), and (9). This meeting will involve discussion of the following: (1) matters specifically exempted from disclosure by statute (other than 5 U.S.C. 552) (Exemption 3); (2) trade secrets and commercial or financial information obtained from a person and privileged or confidential (Exemption 4); (3) investigatory records to the extent that the production of such records or information would (a) interfere with enforcement proceedings and (b) disclose investigative techniques and procedures (Exemption 7); and (4) information the premature disclosure of which is likely to frustrate implementation of a proposed agency action (Exemption 9). In deciding to close the meeting, the Commission has determined that, on balance, considering the relative advantages and disadvantages to the public of conducting the meeting in open or closed session, the public interest would best be served by closing the meeting based on the Exemptions identified. The General Counsel has certified that the meeting may be properly closed to the public under the referenced exemptions. This document gives notice that the Commission has decided to close the meeting described above. This notice is given pursuant to the Commission’s rules issued under the Government in the Sunshine Act (16 C.F.R. § 1013.4(c)(4)).
