Release Date: August 15, 1974

Commissioner Constance B. Newman and Dean Jay Chunn of the Howard University School of Social Work Program have entered into a long-term agreement whereby two graduate students in the Master of Social Work Program will serve as assistants to Commissioner Newman for up to 18 months.

Among the objectives of the Social Work Program is to teach students techniques in developing and analyzing social policy. Special attention is given to the impact on Black people and the Black community of national, regional, state, and local policies.

Students are expected to develop expertise in the process of policy analysis and formulation. And special attention is given to the role of the policy maker in the policy-making process and the role of the Black practitioner in designing and making social policy.

Dean Chunn and Commissioner Newman agreed that at a minimum the student project must meet two criteria:

1. contribute to the Consumer Product Safety Commission's mandate to reduce unreasonable risk of injury associated with consumer products

2. contribute to the Howard University School of Social Work objectives of developing for the students a sound theoretical and knowledge base around the social culture, political and economic forces which impact on social welfare planning and human services delivery, especially from the Black perspective; and providing specific skills in problem solving and policy formulation.
