Decision
The Commission voted unanimously (5-0) to allow ASTM’s revision to the child-resistance requirements in ASTM F2517-15 to be incorporated into the mandatory consumer product safety rule for closures on portable gasoline containers. The Commission voted (3-2) to approve publication in the Federal Register of the direct final rule (DFR), as drafted, incorporating by reference the child resistance requirements of ASTM F2517-15. Chairman Kaye and Commissioners Adler and Robinson voted to approve publication of the DFR as drafted. Commissioners Buerkle and Mohorovic voted to approve publication of the DFR with changes.
