Commissioner Kushner Elected CPSC Vice Chairman

Kushner was chosen by the Commissioners to fill the position that is rotated annually. Barbara Hackman Franklin was Vice Chairman during the Commission's first year as an independent Federal regulatory agency.

Kushner, 49, holds a Ph.D. in Physical Chemistry. He was Deputy Director of the National Bureau of Standards prior to his appointment to the Commission on May 13, 1973.

Kushner was associated with the National Bureau of Standards since 1949 and also served as Chief of the Metallurgy Division and as Director of the NBS Institute for Applied Technology where he supervised programs concerned with flammable fabrics, building research and auto safety.

Kushner has been the recipient of numerous honors and awards. In 1968, he was awarded the Commerce Department Gold Medal for his outstanding research and research management. In 1973, he received the American National Standards Institute Meritorious Service Award and was elected to Honorary Membership in the American Society for Testing and Materials.

Kushner is the author of many scientific articles and is a frequent lecturer on product safety.

He and his wife, Shirley Gayle Brown, reside in Gaithersburg, Maryland. He has two children.
