ASTM F 963-11 Requirements

When you certify in a written Children’s Product Certificate that a product meets ASTM F 963-11, you must include the specific sections to which you are certifying compliance. Those sections identified with an asterisk (*) below require third party testing pursuant to the Commission’s notice of requirements. Relief from some third party testing is available for small batch manufacturers if they are registered with the CPSC. (See www.cpsc.gov/smallbatch for more information.) Sections noted with double asterisks (**) are F 963-11 requirements but are also regulated under other statutes.

 

Toys may be subject to regulations enacted under the Federal Hazardous Substances Act (FHSA), such as requirements for small parts, pacifiers, rattles , etc. Check our list of regulated products to ensure that you are in compliance with all applicable regulations.

 

Group 1: Sections Applicable to All Toys


As mentioned above, the following requirements must be met for all toys. All toy manufacturers should review these sections to ensure that their products are in compliance.
